In this picture, the light is clearly the subject, even the bikes in the foreground are noticed second. It seems to have been created in a more haphazard manner than the last, by waving multicolored light pointers around randomly. It seems that this one could go either way with shutter speed, there may have been a group of people each waving a pointer at once, requiring a relatively short shutter to capture. Or, there may have been one person using the pointers in succession, which would have taken longer. Either way, there seems to be an additional ambient light source, perhaps a blacklight, due to the predominantly purple shifted background.
Very good analysis. Nice work this week, Logan.
